MARCONI: maintenance completed and scratch quota removed

Dear Marconi users,

This is to inform you that the scheduled maintenance operations on MARCONI have
been completed and the cluster is now back to production.
Also the occupation quota of the scratch area of MARCONI has returned to
substainable levels. Therefore, the imposed 20 TB limit has been removed.
